Hi there!
You may have noticed, that some clients get stuck in a download loop if the server is running a mod and has download disabled, but the client has download enabled.
This seems to be a bug under EF 1.20 and I found a solution to prevent this to happen: Depack the PK3 files of the mod with full pathnames and delete them after this. Now there's nothing to download and the clients can connect without any problems. You now even can run the server PURE and the clients can join the server without having the mod installed!

I thought maybe this is something for you, since you are running my IN2TAGIB modification. I would say, you depack the In2tagib PK3 files.
If I had known this earlier, I never had released my server side mods with any PK3 files to install.
