how would you know who is able to give rep?

maybe someone off rvr forum, many of them are above 10 and have enough posts/time registered (no that you need that many)

Well, this is interesting. My rep has hit an all-time low of 7. While I've been away some nice fellow has decided to decrease it again, the comment simply being 'Tard.'. Thanks for that, whoever it was, I really appreciate it. Next time put your name next to it so that I can thank you in person.
