hi all, was trying to get the belt from this quest for my ranger but I can't even seem to be able to get a dialog box to pop up from the NPC to even begin the quest. Anyone else know if this quest is bugged or something?

tried talking to the NPC with my 50mentalist 50nightshade 50druid 28chanter, none were able to get the dialog window to pop up.
