If you highlight the bottom of the page upwards you get 2 sets of numbers, alt+those combo's gives a symbol right?.

And in the username/password box it says anagram.

Also, just been told that Ascii is an alternative source code thingy to ecbdic oO

Yes it does, because the whole point of a ban is that the person has done something bad and they're being punished by being made unable to post on the forums for a period of time.
If you let someone use your account, you're totally circumventing the ban.
Thus in this case, English, has used Fedaykin(his brothers) account to post on the forum, to avoid the ban. Similarly people who create "alt" accounts to post with while banned get their alt accounts banned too, and often their original bans extended.
