What is the current bug/problem, and what are they hotfixing it to, or what are they going to change about using ml10 items?

At the moment you can summon through equiping Vest/legs/weapon, summon cloak, then remove weapon without losing the cloak. How is it going to be changed?

It's pretty much what it says. Some classes aren't able to summon the ML10 cloak anymore, this is a known issue with this patch which Mythic fixed in version 1.81. We are working with Mythic to see if it can be hotfixed before that patch is live on Euro servers.

We have been very busy recently and understaffed. The shortstaffed situation should be sorted very soon as a new person is joining us in March which wil also help with the very busy part. Mostly we are around in the evenings for a couple of hours split between the cluster and Glastonbury and of course we are always contactable via E&Es
