The black art of Bullet Reg!

OK I am hoping I can get some kind of explanation here to not only what bullet reg is, but also how it can differ from server to server.

From my understanding (correct me if I am wrong) the bullet reg is the server determining the position the bullet has struck and then feeding that information back out to the client machines. So when I pull the trigger the bullet doesnt hit until the server has deemed that the target was in the same time/ space as the bullet.

Now I have played on loads of servers but 2 spring to mind as pardgim examples of bullet reg when it is good and bad. The KEA server (a plug to the guys round here!) has not only a great ping but also seemingly really nice bullet reg. When I pull the trigger and hit the target often it will take the expected effect. If I then use any of the Game.Net servers (this includes the bookables) I can empty and mp5 clip into someone from mid distance and still not kill them. There doesnt seem to be any real difference in things like ping to the KEA server and the netgraph/ rate remain the same in both circumstances.
I know this may seem like a 'I am crap on Game.Net whinge' but I assure you it is not. I have played with many people on the Game.Net server who too have experienced what is called poor bullet reg.

What I am really getting at is could someone explain to me how on earth this occurs? Is there something on the client end that can be changed to help or even better (as my client is fine on many servers) is there something that is needed on the server side?

Err... OK ramble over, any help is much appreciated guys (and gals).

I genuinly dont think there is an answer m8 :(
Some people in the old days always said that BW servers were the best, but I often got my best results on Jolt servers. I played on BW because of the people I knew , etc.
Of course that may well have been cos the players on BW tended to be better than on Jolt :) Who can tell ?
of course all this went on long before anybody had decided bullet reg existed !
Wait for 1.6 m8, I think the reg is much better personally .

There has also been theories behind different types of bullet reg between using windows and linux servers.

I dunno, all i can tell is some servers feel different

You'll lose many bullets, but that last one always hits the head.

bad bullet reg is what kills a game of CS for me.

I've been playing on the blueyonder 32 player server recently with a good ping and great reg (for a 32 player) and it can be really enjoyable twating people with a well aimed AK head shot.

But take a shit server like meatyballs: the pings are pants (about 70ms or so) but it's the reg that is the worst. It's so bad that someone can have there back to you and you think "eassssy", you pull the trigger on your AK a few times clearly aiming straight at them but realise they don't die. You think "wtf...", then they jump and do a 180; and twat you in the head with an awm. You've fired enough rounds at them to drop a rhino, yet you spectate them after your "wtf" situation to find them on 70 health.

You eventually give up aiming and end up spraying at everyone in the vain hope of a headshot.
