At the moment, only bots for DM exist.
Programming bots for DM was a large enough challenge for bot authors to do, but to make a bot for TFC, is even harder sadly.
A TFC bot would have to make on the spot decisions, and use tactics to grab a flag and so on, its a very hard thing to program into a bot.

In the interview with Valve released recently, they stated that there will indeed be bots for TF2, included in the game.
You can assign the bots to any class you wish. Theres some scant details of it, in Issue86 of PC Zone, ragh!
As for bots for CS, I cant really see it happening. It would be way to hard, to program a bot to make tactical decesions.
