Tears of Fire (ToA Quest): I must be missing something

Just tried starting the Tears of Fire quest. Starting NPC according to VoS is Maissa (http://www.visionofsages.net/toa/quests/tears.html) in Aerus, but it's not there. Porting to Volcanus to check on the second mob I cannot find that one either... so back to Aerus Haven to look for Maissa again in every corner. NPC is not there. Toascrolls.com (an oldy, I know) doesn;t even mention this quest.

Has anyone done this quest? Is it bugged, not up, removed from server etc?

well according to VoS maissa is the midgard starting NPC..you want "Cacei
" for hib.
