Yeah it runs fine, only slow down i get is in the large outside maps when there are huge rocket fights going on but it is still at a VERY playable framerate.

I don't think it needs much CPU power. It looks sweet on my comp and runs at an acceptable Framerate (although my idea of acceptable is pretty low, 25+)
Yes there are quite a lot of servers running it. I don't have any problems finding suitable servers through gamespy arcade. (if you can't find any make sure your not looking through the Quake3 tab but the Quake3TA tab since they are regarded as different games)
Over 35 and i see no difference, i played at a friends house and he had 150fps in deathmatch and i couldn't see the difference from that to 30. All you speed freaks
The reason why my tolerance for low framerates is how it is because i was useing a ATI rage 2 for a few years and it was... ahem... poop, it was marked as a £D card and in D3D halflife it racked up a whopping 3 frame per second
I get an average of 40 in TA but it sometimes goes to 30.
