Heard conflicting reports that tommorrow's patch will increase the chance of boom for overcharging items. True/false?

It's true according to a lgm spellcrafter we have sadly

i think its the patch after that it gets propperly nerfed, im just glad mines all done
but i read that it realy gets hard is the same patch as necromancers get LoS
I could be wrong though
