Stat cap for each lvl??

Is there a stat cap for each lvl? I have 97 str with items except my blessed warrior gloves. They are supposed to give 4 str, 3 dex but i only get the dex bonus. My str stays at 97 if i wear them or not. And it's not a glove problem since same goes for my holy tyr gloves which are 3 str. No matter which of these i try i don't get the str bonus.

Is there some logical reason for this? Also i'm a lvl 11 warrior.
