At least in US 1.54 version cloaks were bugged in the following sense:

1. You craft a cloak (preferable masterpiece of course)
2. You apply a tincture to it (tincture = those thingy alchimists create)
3. Your cloak gains an item-level (max 47 for highest tincture)
4. You can now spellcraft the cloak as a level 47 item (e.g. 44 hp, 3 times 7% resist)

From US patch 1.55 on it isn't possible anymore to apply tinctures to cloaks. But all cloaks that have been made in 1.54 still exist. It's even still possible to spellcraft a cloak that has a tincture applied to it in 1.54 but hasn't been spellcrafted yet.

Yes, as said. All armours, and hand wielded items. That is, you can do:

Spellcraft:

- Armour (Up to 32 points without overcharging)
- Cloaks (1 point)
- Instruments (Up to 32 points without overcharging)
- Weapons (Up to 32 points without overcharging)
- Shields (Up to 32 points without overcharging)

Alchemy:

- Armour
- Weapons
- Shields
