Er you would think lighting crushed leaves and inhaling the smoke would be too :)
My point was would it be illegal to do in public?
The smell would be offensive and you would probably get a punch in the face, but would it break smoking laws?

Smoking is something that has been done and become socialy acceptable(to an extent) in many cultures and religions.

This I'm sure was originally developed by people who had reasoning for their beliefs and who were mature enough of mind to make these decisions.

A 14 yearold is hardly gonna give his reasoning for sniffing the smoke coming off his burning rubber as "But the Lord told me in a dream it had healing properties!".

Again you aren't really thinking nor explaining in a way that is employing common sense.

I care because it's a child under the age of 18 who hasn't got a fully developed mind that is making the decision to start smoking.

When they are over 18, they have had the full benefit of the education system and 18 years of finding out the "facts of life" and so on. So from 18+ it's their own informed decision whether to smoke.
