How do I train in basic skills that I didn't aquire when building my character. As an example, how would I get Electronics lv.1 when It's not in my characters list?

Do I need to buy an augmentation and are these implemented yet?

Use the market and buy the skills mate just as you would any commodity.

You'll have to fly over to pick them up if they arent available at your station.
