+ skill on templates

Heard that every +skill u get to a line increases ur dmg (Average i assume) by 1.5%ish ..
I'm 45 wind atm, so with +20 wind (Assuming max rr) it would give me a 30%ish higher average dmg .. Anyone that can confirm this?
I have +6 skill on template atm, and wondering if it's worth trying to cap it at 11 ..

When you get over 50 with specc and +skill it has minimal effects

That's what I'm quite sure happends.. but some1 has done some tests about it, and cant find any links to it :S

about 0.3% per skill over 50. getting your extra +5 in your template will be 1.5% total.
