can anyone tell me the name of the skald quest that gives the small shield that looks like a medium shield ?

It's called Ota's Quest and has a level 30 requirement. Ota Yrling in Aegirhamn will give you the quest ofc.

Remember that only skalds can recieve the medium gfx sheild.
