afaik it's not a reactive, it only procs when you attack someone with your shield

okay.

edit, noticed some shields have a reactive proc and others don't.

also my Sinovia's sinnister block (large shield) only procs when it strikes an enemy.

Lage Shield = Reactive Proc
Medium Shield = Need to hit enermy with shield for it to have a chance of proccing.
Small shield = Reactive heal proc.

Actually, you need to strike something with this one in order for the ablative to go off as well.
