Single Respec Stone

Where do you turn in Luminescent Ceriac Stone?
Tried the full respec guy and the RA respec guy in jordheim, neither wanted it. Tried to give it to my trainer. Tried to use it. Tried to use it with my trainer selected. Nothing worked.

And if we read the patchnotes we can see that:

Monsters in Caer Sidi, Tuscaran Glacier and Galladoria now have a chance at dropping a single line respec stone. Note that non boss monsters have a significantly different drop rate than named boss monsters. These stones can be turned in to the following NPC's:

Albion: Mae Oswy - Humberton Castle
Midgard: Hjortr - Vasudheim
Hibernia: Ita - Mag Mell
