Single respec stone

I'm interested in a single respec stone, but apart from the fact that they drop in TG I don't know much about them, so I would appreciate if someone could answer some of these questions:

1. In which patch were they introduced?
2. How many people do you need to hunt for them?
3. How many stones are dropped?
4. How much do they sell for (on average)?

4, with all the sb's wanting em this patch prolly alot

we cleared most of the mobs in tg thursday night and only got 1 stone from counsilers the normal mobs did not drop any
