singel respec stone

can sombody help me? i dont know how i must use the singel respec stone.
I got the luminecent ceriac stone (form galla raid)
but the 2 npc in tnn near the vault keeper read just the luminecent exergum,abrogo and exerpise stone.
so the dont accept my stone (there are other npc's that can read the stone's?)
