I haven't any idea, I've looked around, and to be honest, there are loads of loot drops with could be potential EXP loot, but some of them are triggered by your level.
So unless someone has found the merchant or whatever who wants them, it's gonna be a painstaking search to find them.
Best bet is to take the items to the nearest town and quiz all the inhabitants.
If that fails, wait a level then try again.
Check websites such as http://camelot.allakhazam.com/
for quests etc, some of them show up there occassionally. Actually there are loads of exp reward quests on there, especially in SI. Looks like Mythic decided to help out increasing the exp rewards for higher levels, making it a bit more rewarding for the endless exping.

Afaik it is an xp item, however at the moment there is nowhere to turn it in. Guess (more like, hope) that they're working on it.

Yes Morvalts drop these don't they? I think if you collect 100,000 you get a free set of tumblers.
