USB 2.0 is not only backwards compatible with USB 1.1, but more importantly, it also offers higher bandwidth.
One thing you will have to look out for is that you don't put a 1.1 and a 2.0 device on the same bus (e.g. when you are using a hub), since the 2.0 device will then work at the lower speed.
As for stability: my PC doesn't use any legacy ports (such as PS/2) anymore and it's stable like any other machine, except it works a lot smoother .
However, you will need to be running Windows XP - anything else (with the exception of 2000 perhaps) may indeed be likely to cause instability - but that's more a problem of the operating system, not of the USB standard.
