100% cetain you can do them now, cos you need to do some quests before hand. They didn't figure this out in the US until 1.59

No, that's not true Korv.
It was mentioned in 1.59 patch notes and people posted the bracer stats on VN/Mad-troll from pendragon.

the bracer quests were in 1.57 during testing some of the volunteers actually did the quest.. i`ve done the pre-req to the quest but also found a slight bug the npc that starts the quest for the bracers is missing . being looked into now

It's the Albs that have the bracer quest already. Mid gets it next patch.
