Haggle with someone over the price, then use one of the deeds available from the merchant in the Marketplace to trade the house and lot for cash.
Can't remember what the deed is actually called, but it's only about 50g - normally at the bottom of the pile. I think it's something like Housing deed. I do know the price is quite low, could even be 10g.

The name is 'House Title' and should be 10-20g if i remember right
