Here is my take on this.

The most likely explanation of this is a missile test that lost attitude control and spun out of control until it ran out of fuel. That would explain the pretty spiral that suddenly disappeared from the centre.

My personal favourite is that this is a side effect of the LHC in Switzerland. The ATLAS detector on the LHC detected a proton-proton collision at the highest energies ever recorded (2.36TeV) on the night of 8 Dec 2009. A matter of hours later, a spiral appears over Norway. Now it's an HUGE coincidence but we all tend to read too much into coincidences.

I agree, laser light show. You can see the beam, if it was a rocket the tail end would start fading, it does not.

It would spin around an axis at the same distance making a spiral exhaust plume

Considering how high it is likely to be shot (as its part of their missile defence grid) there would be little to no air to disturb it
