SB offhand swings

Now I thought that sb/zerk offhand had a 100% chance of swinging even with no points specced into LA, and it hit for 1/2 dps of the left hand wep - but someone recently told me this was changed so that you had to spec in LA for the offhand swing much like DW/CD do.

Is this right?

La works like this, with no points put into it, you swing both weapons allways for 62.xx% damage, thats a cap you cant go over it, unless you spec more, every spec point gives another .34% damage, so you need 110 effective spec to ever reach 100% damage.

But the off-hand allways swings, except in one small circumstance, if your main-hand kills the target then the off-hand doesnt swing because it wasnt neccesary.

It allways swings, but you can still miss!

hence why my mainhand had 70% durability and my offhand had 82% (got them at the same time)
