Same here, Opentransit have been shit for as long as I can remember. Whenever I've had trouble connecting (or seen anyone else's tracert logs here), it has ALWAYS been them being the problem.

Opentransit is part of France Telecom. France Telecom owns (or used to own?) Wanadoo. GOA is a division of Wanadoo.

They can't just switch to another ISP, it's not that simple. At that level there are only a few networks available, and OpenTransit is the biggest in France as far as I know. Not every network connects to the same locations so usually more than 1 uplink is used.

GOA uses Wanadoo for uplink, Wanadoo uses OpenTransit and probably some other one since some people are still connected
