If he claims they will shoot him and they shoot him their statement would be false. If they hang him instead he would have been wrong and should be shot actually.
So no matter what they do they cant keep their promise.

The better thing to say (as to me it makes no sense to claim getting shot) is: I wont be hung.

But he says "I always Lie", that means that he is telling the truth in this statement. Therefor he must be telling the truth. But if it is true that he always lies then he cannot be telling the truth and is therefor lying. This would once again make the statement true. This loops forever, meaning they cannot tell if he is lying or telling the truth.

So he neither gets shot or hanged
