Can I have multiple accounts on the same cd key and thus elliminating the need of buying a new copy of the game when I want to create another account?

Don't think so but I'm not sure.. afaik you'll have to buy a new CD to have to accounts..
I know of people that have 2 accounts here on this board, perhaps they know a little better than me

CD key is for one reason only, well, a few reasons but the main reason is to remove pirate versions of the game.
How this is done? The CD key you use to log in with also locks off that particular cd key while it's active.
So, when you are playing DaoC with a CD key 12354, there can't be another 12345 CD key in use.
So, i believe, if this works as any other game, you can multiple accounts but can't log them in at the same time without another CD.
I hope that clears it, like i couldn't explain it more simply

You have to have a new CD-KEY for each account you create. There is no mechanism for subscribing to either Mythic or GOA without a valid, unused CD-KEY... so you have to buy one somewhere, whether or not you keep the cd and box and nice map or not.
