Reflective water

I git a P4 2.6 and a Ti4200, with 512 ram, but when I use the reflective water the whole game stutters, regardless of where I am in the zone, going back to classic smooth it out totally.
Anyone eslse get this, I would have thought my hardware would be up for the task.
