Realmguards in side the realm ?

Im I the only one who think its wierd that there is a realm guard in Huginfell?

When I first saw him he conned blue, then I leveled to 43 and he conned yellow, he was stille yellow at levle 44 untill today where he was blue again.

Now my question is who or what the devil killed him so he could spawn with lower con, and what in the name of Odin is he doing in huginfell ?
