Realm Abilities

Can someone explain to me how this system works and where from are you taking them. I don't think I have found anything on the net about them and I am really courious cause there are some great abilities that someone can gain!!

Realm abilities are in 1.5 are they not?
and the next one we're getting is 1.49 with DF

I readed it on the herald and they are not in patch 1.49
