Really dumb question about Epic Hauberk

Ok, so my Warrior's Epic hauberk does a Str/Con selfbuff when activated (it's a charged item)...but how the hell do I do this? Can't seem to get it to fire off no matter what I do.

drag it to quickbar while wearing it
hit use (normally E iirc) and click it
should go off

once its empty take it to a *recharger* to fill it up, and prepare to get ripped off :|
