long time ago that melee rangers aren't so good since they los PD RA skill, is it worth to spec it melee? I realized this template says was made for Shar (not high dex race but constitution)

with red druid haste + celerity charges he'd still be hitting close to cap (1.6-1.7 or so) with 4.2 + 216 quick.

It is, kinda. But if you use celerity-charges (which I don't) it's nothing game-breaking.
