Radeon 8500LE

I have been going crazy for 4 days. I replaced my GeForce TI with a Radeon 8500LE 128 meg DDR card. I can't get my frame rate over 60 when I get into a nasty fight with lots of things to render it drops to 20 to 30. I pretty much know what I am doing with PC's. V Sync is off config is set to 999 fps rate ect. Some one please help is there a patch? Do the lines in the config that start with ati_ have to be changed ???????
My system specs
AMD 1700 XP
ASUS A7M266 with AMD 761 chipset
640 megs PC2100 DDR ram
Radeon 8500LE 128 meg DDR
Monitor at 160 hertz
Vid driver 5.13.1.6071

Heres another fun part I DL the new Catylist drivers from ATI
5.13.01.6118 When I installed them everything on my screen was green tinted????

I got a few of these cards the other day from ATI. If I recall correctly, someone was complaining that the latest drivers were giving him shit 3d3 (but quality opengl) performance. About a day later a new set were released. I'll ask him tomorrow (if I turn in tomorrow, bloody 2 hour build process), see what he has to say.
