If so, where?

I dont think there is a RA2 leage ran by BW, BUT there is a UKRA2 League, and the servers are supplied by BW. The webby is www.fragger.org.uk/ukra2l/

There is also a UKRA2 ladder ran by the same domain (and clan 33)
