Quickness and spellcasters

Been reading a couple of guides and faq's on different spellcaster classes, but one point they dont seem to agree upon is quickness..... Does it affect (noticably¿) the rate of the spells or is it only when meleeing it has an effect ??

qui is worthless to casters, dex affects casting time, qui only helps them hit faster with their staff in melee.

Officially quickness doesn't affect casting, but in reality things seem to be different. Thats just imo though.

theres talk of it being used to determine interupt chance, but thats far in the furture and only being discussed by TLs atm
