Quick question about Tomte Defenders Cloak

Hi guys

I was searching for items for a template and i found the Tomte Defenders Cloak. When i searched CS for the npc who is meant to sell the item [Baelus] i couldn't find him. I am not sure whether i need LotM to beable to see/access this npc or if Baelus is no longer here. Any light shed to my small problem would be greatly appreciated.

only in patch 1.88, if you refer to the item that can be bought with bps.
EU is 1.87

Aye searched for him as well before as 2 items from him is in my template but as aika is refering to, he'll be in Castle Sauvage in patch 1.88 and the cloak is around 1500bps
