Quick question about blocking

ok i thought this would be a newbie question, but open asking lots of people i got alot of different answers, the question is this

if i put points into a shield skill, do i block more often or do i just get the shield styles?????//

Basically, Yes, you block more

Shield Specialization Description
This ability grants you a base chance of 5% to block melee attacks and a 30% chance to block arrows, modified by your shield quality and level difference between you and your attacker. Furthermore, each point you put into shields adds .5% chance to block.
