You can could try and restore the icon, but since it has no special properties, it may be just easier to create a new one yourself (the only downside being it won't be removed if you uninstall Outlook, but you can always delete it yourself in such an instance).
Right click on your desktop
Choose 'New' > 'Shortcut'
Click 'Browse' and locate 'outlook.exe' in your Office directory (search beforehand if needs be)
Click 'Next' and then name the shortcut (e.g. 'Microsoft Outlook')
iirc tweakui will do that, not sure though. The answer is definately in the "Desktop" thread in General though, I remember reading about it, try a search there.
If you want an icon like that, and you'd rather not repair the installation (which is a simple process, so I believe) then your best bet is to download and install TweakUI (Windows XP link, ~564kb). Once installed, start the program, click on the 'Explorer' option and then select 'Shortcut' choosing 'None' from the list. This is a system wide setting, however.
