Quests not working/not available?

I've been wanting to do a series of quests with my level 12 ice wizard.

First:

Goblin Incursion level 6

which supposedly is a requisite for:

Price of Courage level 9

which in turn supposedly is a requisite for:

Tainted Magic level 11

However Guard Reed in Humberton doesn't seem to want to give the first quest :/

Has anyone done these on European servers? Or is it not in 1.45? I've looked in all the patch notes from 1.46-1.50 but nothing in there about these quests being added.

If you have gotten the quest from e.g. the warcry site, they are not in this version yet.

These quests are part of one of the next patches so you can't get / complete them yet.
