Quests and content missing in patch 1.70

Just went to see if i could do trevian's best friend Quest in Albion

According to mythic the quest was added in patch 1.70, is there any reason why the quests were not added, i thought that we patched up to the latest version of 1.70?

it was only on pendragon in the 1.70 patch cycle (1.70ao is a pendragon version number not a live one - the live ones went up to 1.70N)

it didn't go to the live servers till 1.71
