Well, you know how each clan has there own CS or TF server. Am I able to make one or not?

If you mean the message that pops up like "Welcome to blah blah server, admins are so-n-so, email at blah@blah.com" then all you need to do is edit the motd.txt (for win32) and the file on nix is probably just called MOTD. (this stands for Message of the Day)
