question about encumberment

Do you run at different speeds even when you are below the str limit. ie is this true

0/100 : max possible speed
99/100: slightly slower than 0/100
101/100: slightly slower than 99/100

or is it

99/100 = 0/100 ... and you only slow down once you go over the str limit ?

I thought it was the second case ... but I recently I have been getting materials before I go to emain ... and seem to be going slower than everyone else

it even continues when I drop and item and pick it up again

As far as I know, your movement speed is only affected once you go over your weight limit - so a character with STR 100 will move at the same speed naked as they will carrying 99 pounds of stuff...
