question about crafted items uses to craft

there are many exemples, but here is just 1
for lg weapons craft some crafted items are needed to compleet the end result.
exemple:
lg lithic longsword needs
1 arc. exceptional long sword
dust of creation
volatile arc weapon tincure's
fiery essence jewels
and arc. bars

my question is the folowing, if i use a 99% or mp arc. exceptional long sword, will it result in a chance of a higher qual. of the end product??

No, material used to make LW dont take qua in count..

Nope tried with MP arc and gems first sword and got 95 % LGW <wat a waste > :< all LGW proc the same imo meybe MP more i dunno never tried for myself ;p

would be nice if the quality on the items used to create something infact had impact on the final result.... it surely does in real life hehe
so by using 99% materials then the result would be at least a certain quality.
94% Leg weaps aint worth the materials they are made of, so by using a little more cash on gems and other stuff needed to make the Legendary Weapon.
The price for making the weapon wouldnt be cheaper maybe, but the legendary components would be used more effectively at least
