question about a specific RA

train 3-6-10

1)whats the train about? increases duration ? or attack speed?
2)does any sb or zerker have it ?
3)is it worth having it ? i mean with buffs etc u reach dual wielded almost cap speed but think about garrote + achilees with 50 + cs with 5.4speed 2h sword
