Questing about Spell Pierce (passive)

Certain items, like Jacina's Sash, have a passive ability that will remove a certain % of a target's item based resistance. What I'm wondering is, will it only "debuff" the person you have selected, or will it debuff everyone you cast a spell one? I.e. if you cast an AE mez, will you get a longer duration on everyone or just the one you click on ?

what i understood spell peirceing as = less chance to have your spell resisted.
i dont know if this is the same as the ability on jacinas and cba to look it up

Peircing should lower x% of resists vs ur damage type for everyone whos effected by ur spell.

This means that an AE mezer with say 10% peircing should remove 10% of their ae mez resist type from all effected.

It isnt there to make less chance to resist, thats all based on the level of the spell (not +spec like most thing, +spec is only there for variance (+5 is normaly enough to sort that) )
