Pulsing spells

I have noticed that after the patch that if i play speed after i have just died and have timer no1 in my grp will get the speed same is if they have timer and i dont they still wont get it, is it supposed to be like this or have GOA fucked up with something ?

Sux being in a grp with 2x skald and a mincer and watching them all leggit to buff spot and me have to walk
