What is this?

Firewall blocked 'your machine is trying to communicate via protocol 46'

The default option was to block this communication. It appeared while on Emule.

I'm guessing you're using Windows, so this might apply

Check if you've got the QoS Packet Scheduler service installed on your network connection. I doubt your ISP supports it anyway so you can just remove it.
