Problems with "Secret orders" quest lvl41 in Swanton Keep Albion

Hello there,
I'm a paladin lvl 42 at this moment.
I would like to start the quest called "secret orders", starting location Swanton keep.
The NPC that gives it is Heather Barclay, I found her but she didn't gave me nothing.
She just turned to me and stop.
Does anyone here has experienced my same problem?
Have I to do previous quests in order to do this?
I have checked the Warcry website but it doent's say nothing about my problem.

Did you finish previous epic-quests? Could it be you have to give her an item? Say a certain word? That's all I can think of.

Don't think that one works yet and comes with a l8r patch.

I've tried to get it and got no response either.
